With reference to your Despatch No. 226
of the 12th, ultimo, I have the honour to inform you that I
have considered the points raised in Mr. Carroll's letter of
the 3rd. ultimo therewith transmitted and have used a full
enquiry to be made locally into the question of his pension.
I am of opinion that this is not a case
for increased pension in respect of injury in discharge of
duty. Such injury, according to No. 15 (1) of the Pension
Minute must be "specifically attributable to the nature of his
duty", yet at the time when his retirement became necessary
it was not urged that his want of health was directly due to
the nature of his work.

There need be no reasonable doubt that
hard work in a tropical climate had a bad effect on Mr. Carroll':
health, but no special concession in respect of pension can be
granted on such general grounds.
